Dr. Brian P. Chinni, CEO Emeritus and Founder

Brian has dedicated 35 years to the education profession, serving in numerous roles, including teacher, school principal, district-level administrator, university professor, graduate program director, assistant dean, and entrepreneur.
In 1999, he founded The Madison Institute (TMI), LLC, a New Jersey-based educational consulting and professional development firm committed to supporting PK-16+ organizations. Under his visionary leadership, TMI has successfully partnered with school districts, state-based educational associations, the NJ DOE, consortia, higher education institutions, and international ministries of education, contributing to numerous high-impact collaborative initiatives.
In 2008, Brian joined Ramapo College of New Jersey (RCNJ), where he served as the Lead Developer and Director of the Master of Arts in Educational Leadership (MAEL) program, a professor of Educational Leadership, and the Assistant Dean of Teacher Education and Certification until 2023. His work at RCNJ was instrumental in designing and implementing programs that prepare educational leaders and teachers to excel in an ever-evolving educational landscape.
Brian brings a wealth of expertise in educational leadership, strategic visioning and planning, and authentic-based assessment, teaching, and learning. His proven ability to manage large- and small-scale projects, attention to detail, strong financial acumen, empathetic nature, and interpersonal skills has uniquely contributed to the organization's outstanding reputation and long-term success.
In 2024, Brian retired as TMI Education CEO - a position he held for 25 years. Today, he continues to provide invaluable guidance to advance the organization's mission and vision as TMI Education CEO Emeritus and Organizational Advisor.
Richard Panicucci, CEO and SVP of Strategic Visioning and Planning Division

Throughout his nearly 30 years in education, Rich has served as a teacher, administrator, adjunct professor, and educational consultant, specializing in pedagogical innovation and strategic visioning and planning. Rich has led countless long-range strategic planning and program development/implementation initiatives as a long-time central office administrator and Assistant Superintendent of Curriculum and Instruction. In addition, he has directed the design of several partnerships with industry and local universities that resulted in the creation of new secondary, dual enrollment programs that prepare students for emerging fields such as mechatronics and user experience (UX) design. He has also written several publications on inquiry-based instruction and professional development.
Additionally, Rich has served as TMI Education Lead Consultant since its inception in 1999. In 2019, he assumed the position of SVP to lead TMI Education's Strategic Visioning and Planning Division. In this role, Rich furthered TMI's growth and outstanding reputation as a consultancy that genuinely cares about its clients and their ultimate success. Rich's tireless efforts, impressive achievements, and invaluable contributions earned him the opportunity to assume the position of TMI Education CEO in 2024.
Timothy Casperson, SVP of Professional Learning Division

Tim began his career in education in 1999 as a History teacher with the Bergen Academies in Hackensack, NJ. During that time, Tim established a reputation for successfully integrating new technologies into the classroom, specifically video-conferencing to promote authentic-based learning. In 2005, he assumed the position of Supervisor of Humanities. Whether teaching a high school elective, college-level course, or facilitating professional learning programs, teaching and learning are truly his passion.
Tim has been an outstanding lead consultant and trainer for TMI Education since 2000, specializing in differentiated instruction; effective technology integration; evaluation of teaching effectiveness; and authentic-based instruction, assessment, and curriculum development in support TMI Education's long-standing Project ABLE initiative.
Tim's hard work, impressive achievements, invaluable contributions earned him the opportunity to assume the position of TMI Education SVP to lead TMI Education's Professional Learning Division. In this role, Tim furthered TMI's growth and outstanding reputation as a consultancy that genuinely cares about its clients and their ultimate success.
Dr. Thomas Gorman, Lead Consultant

Dr. Tom Gorman, currently a Superintendent of Schools in a northeast New Jersey school district, has worked in public education as a social studies teacher and administrator for over 27 years.
Dr. Gorman earned a B.A. from Muhlenberg College, an M.A. from Montclair State University, and an Ed.D. from Rutgers, The State University of New Jersey. He has been a professor at Ramapo College for the Master of Arts in Educational Leadership program. He also was a participant on education discussion panels and authored several professional articles.
Dr. Gorman currently serves as Lead Consultant/Facilitator for The Madison Institute, LLC (d.b.a., TMI Education) to support districts in the development, facilitation, and implementation of the strategic planning process.
Kaitlin Jones, Lead Consultant

Ms. Jones holds an M.Ed. from Harvard and a B.A. in English and Psychology from Georgetown University.
For nearly twenty-five years, Ms. Jones has served in various public education leadership roles in Newark, Chicago, Boston, New York City, and currently in Caldwell-West Caldwell (CWC) where she is finishing her seventh year as Assistant Superintendent. During her tenure in CWC, Ms. Jones led the district toward significant gains in student achievement in alignment with the district's five-year strategic plan, successfully developed and implemented the district's Comprehensive Equity Plan, and established effective systems for districtwide professional development, curriculum, technology integration, data analysis, and high-impact, responsive student supports. It was during her role as Assistant Superintendent that Ms. Jones partnered with The Madison Institute [d.b.a., TMI Education] as the district lead for strategic planning. Prior to serving in this role, Ms. Jones served as Deputy Executive Director in the New York City Department of Education (NYCDOE), the largest school district in the country. In that role, Ms. Jones worked alongside senior leaders to provide an aligned teacher support and evaluation system that was consistent with its policies and contained quality programs and resources to train and develop teachers, principals, district staff, and superintendents.
Prior to this district-level role, Ms. Jones served as a New York City Principal, where she led significant school-wide improvement in student achievement, growth, and organizational culture, ultimately moving the school from a ‘C’ to an ‘A’ rating within just two years. Before becoming Principal, Ms. Jones served as the Chief of Staff in the Office of Assessment and as Lead Senior Instructional Coach of the Common Core Pilots for NYCDOE, where she led a team working across 100+ schools to inform strategy for citywide adoption of new standards. Prior to that, Ms. Jones was a Director of Curriculum & Operations, Vice Principal, Department Chair, Grade Level Chair, and English Teacher.
