Stay current on the latest developments in special education law, policy, and related practices affecting New Jersey schools. This timely session will examine recent legislation, regulatory guidance, emerging legal issues, and significant case law developments impacting students with disabilities and the educators who serve them.
Special attention will be given to the latest guidance regarding the determination and provision of compensatory services for students with disabilities, as well as the practical implications for districts moving forward.
Topics to be Addressed
Topics to be addressed include, but are not limited to:
Key considerations for developing legally sound and educationally meaningful Individualized Education Programs (IEPs);
Supports, services, and accommodations that may be necessary to address student needs;
Important lessons emerging from recent special education case law;
Addressing disparities in identification, placement, and discipline rates involving African American students;
Recent legislation, guidance, and policy updates from the U.S. Department of Education and the New Jersey Department of Education;
Emerging issues involving school avoidance, additional instruction and services, and virtual or home instruction options for students with disabilities; and
New and proposed legislation, regulations, and legal developments occurring at the time of the workshop.

John Worthington is an Educational Law Specialist for LEGAL ONE (Law, Ethics, and Governance for All Leaders, including an Overview of New and Emerging issues) at NJPSA/FEA. John retired as Director of the Office of Special Education Policy and Procedure in the New Jersey Department of Education, where he was responsible, under federal statute and regulations, for operating a system of general supervision and monitoring the implementation of the Individuals with Disabilities Education Act of 2004 in New Jersey. As director of OSEPP, John oversaw the operation of multiple systems, including:
Monitoring; Dispute Resolution; Complaint Investigation; Distribution and oversight of the IDEA Part B Grant; Oversight of Approved Private Schools for Students with Disabilities; Development of Policy, Guidance, and Administrative Code; and Special Education Data collection and analysis.
